The distinction between leave and dismissal may be crucial in states that require the payment of accrued leave or personal leave in the event of dismissal. Decommissioning leave (also known as emergency leave) occurs when funds have expired and can occur at the beginning of a fiscal year if no funds have been allocated for that fiscal year, or at the end of an ongoing decision if no new ongoing resolution or legislation or funds are passed.
